Description

Noramco, Inc. produces a variety of active pharmaceutical ingredients and is a major worldwide producer of medicinal analgesics, pharmaceutical intermediates and synthetic fine organic chemicals. It also produces monomers and polymers for pharmaceutical and medical devices.

Utilizes scientific, engineering and other technical resources/skills to support site environmental, health and safety activities to maintain compliance with government environmental and safety regulations and Johnson & Johnson worldwide environmental health and safety standards.

This position is to provide Process Safety Management (PSM) program leadership for an Active Pharmaceutical Ingredient (API) manufacturing facility.

The successful candidate will have expertise in leading Process Hazards Analysis (PHAs) of existing processes and new processes (projects), developing and implementing PSM programs, leading investigations and root cause analyses, assessing PSM and reliability systems, writing and reviewing procedures, and assessing equipment reliability systems (mechanical integrity systems). Supports the EHS department to ensure OSHA and EPA compliance at all times. Personally provide leadership, counsel, and technical assistance to all levels of the organization in the field of process safety management to attain production, quality, cost, safety, and environmental goals. Lead and document the PHA/hazard evaluations of each phase of a large project (such as a new process). Lead and document the PHA/hazard evaluations of existing (older) process. Lead incident investigations or root cause analyses. Overseeing compliance requirements for US-OSHA PSM (29 CFR 1910.119) and US-EPA RMP (40 CFR 68) regulations. Leading (facilitating, conducting, documenting) Process Hazard Analyses (PHA), Pre Start-up Safety Reviews (PSSR), auditing for regulatory and company compliance. Applying risk-reduction strategies to mitigate process risk associated with PSM. Developing and coordinating improvement activities relative to process risk issues. Reviewing Capital projects for EHS and PSM aspects. Preparing and submitting reports as required by the government, regulatory agencies, and industry associations. Participating in investigations of process-related accidents/incidents. Mentoring/Coaching/Training site staff on process safety-related issues.

Qualifications


A Bachelor's degree (B.S.) in Environmental Engineering, Environmental Sciences, Chemical Engineering or equivalent from a four-year college or university and four to six years related experience and/or training equivalent combination of education and experience OR a Masters Degree in Environmental Engineering, Environmental Sciences, Chemical Engineering, Mechanical Engineering or equivalent and three years related experience is required. Prior working experience with Process Safety Management is required. Knowledge of Federal and State regulations relative to Process Safety Management (US-OSHA PSM 29 CFR 1910.119 and US-EPA RMP 40 CFR 68) required. Experience with OSHA PSM standards is required. Training in Process Safety Management principles (including courses) is a plus. Training in Process Hazard Analysis techniques required. Up-to-date knowledge of government regulations related to EPA RMP & OSHA Process Safety Management standard is required.
Familiarity with industry standards and practices (API, ASME, NFPA, FM, etc.) preferred. Knowledge of dispersion modeling techniques and software programs preferred (CAMEO/ALOHA)preferred.
Strong communication/inter-personal skills, able to inspire and encourage the use of best practices and to communicate with plant staff, management, and regulatory agencies required.
Ability to work effectively and efficiently in a multi-disciplined, cross-functional (matrix) environment required. Ability to plan/organize tasks and consistently produce results with minimal supervision required. Ability to comprehend, analyze, and understand the legal aspects of legislation and develop compliance programs to decrease facility process safety liabilities and reduce process risks required.
Ability to utilize computer software such as Microsoft Office and customize programs to meet business needs is required. Knowledge of chemical/pharmaceutical manufacturing plant equipment and processes is required. While performing the duties of this job, the employee is frequently required to stand, sit, and talk or hear is required. The employee is occasionally required to walk; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and taste or smell is required. The employee must frequently lift and/or move up to 10 pounds is required. Must be able to qualify for respiratory protective equipment use is required. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus.
