POSITION Details:
The position will lead and support the development, deployment and implementation of EHS² By Design and the Construction Safety Strategy (CSS) for the Xian Project.
He/she will support the project to comply with J&J and local governmental EHS&S requirements during all related project phases through the implementation of the “EHS² By Design” process and provide facilitation, coaching and training to the project team members and Architects & Engineering (A/E) firms.
He/she will closely work with the project team to assure all involved J&J - and contractor employee’s safety during the construction phase through implementation of the “Construction Safety Strategy” whilst complying with local regulations of contractor management.
Ø Support the internal sites as needed
Ø Support regional and/or campus EHS&S leader as needed
Ø Frequent travel is required (~50%)
PRINCIPAL RESPONSIBILITIES:
Specification & Design Phase
Conceptual EHS (EHS² By Design)
Ø Clarify and communicate J&J WWEHS standards and requirements with the project team and A/E firm(s).
Ø Work with the site EHS&S team to identify and analyze EHS gaps and requirements that shall be addressed during the project specification/ design stage.
Ø Work with global/regional EHS&S leaders and the site leadership team to develop EHS&S strategy for the project.
Ø Review and provide input during project URS development.
Ø Participate in project meetings and discipline engineering work sessions and provide EHS&S inputs.
Ø Review project specification & design documents and facilitate EHS² reviews with the project team.
Ø Coordinate the EHS² By Design process in the project:
o Work with the global EHS² By Design owner for deployment of the EHS² By Design process in the project and provide training to project team;
o Facilitate EHS² By Design reviews to determine whether spelled out requirements are integrated in the design and initiate actions for the lagging requirements
o Provide EHS² By Design reporting to the project team and senior management.
Ø Propose best practices or possible solutions to the project team that may ensure project design EHS² compliance with less cost and/or less time.
Ø Escalate to senior management if the EHS² by Design process may be seriously violated or significant risks remain conceptually unaddressed during project design.
Constructing & Commissioning Phase
Conceptual EHS (EHS² By Design)
Ø Review project Construction & Commissioning documents and facilitate EHS reviews with the project team.
Ø Coordinate the EHS² By Design process in the project:
o Facilitate EHS² By Design review to determine whether the Design is transferred into a project objective which meets the EHS requirements.
o Provide EHS&S By Design reporting to project team and senior management.
Ø Escalate to senior management if the EHS² by Design process may be seriously violated or significant risks remain conceptually unaddressed during Construction & Commissioning.
Ø Provide interpretation of EHS&S policies, guidelines and regulations.
Construction Safety Strategy:
Ø Work with the project team to develop an integrated construction safety plan for the Xian project that spells out the different risks during project execution and how they will be managed.
o Review the sub-project construction plan & conduct on high risk work (steel structure, scaffolding, electrical, outside wall panel installation, etc.) and safety assessment (JHA) with subcontractors.
o Foresee major risks as per construction progress on site, and take precautions accordingly; Weekly/Monthly Safe Work Analysis and communication will be put in place.
o Provide input into proposed process and engineering controls.
Ø Assure adherence and involvement to the Johnson & Johnson contractor safety principles.
o The contractor selection process.
o Task specific analysis of aspects/ Hazards and Impacts/ Risk and sharing of results
o Orientations & Inductions
o Practical arrangements, communication & evaluation
o Contractor Management program review.
Ø Coordinate the EHS kick off meeting to make sure the General Contractor/subcontractor fully understand the expectations spelled out in the construction safety plan.
Ø Lead site daily/weekly safety audits focusing on leading indicators and report to the project team so that deviations can be timely addressed.
Ø Provide oversight that identified deviations in adherence to the integrated project safety plan or observations from safety audits are timely closed and escalate to senior management if significant risks remain unaddressed.
Ø Be in charge of commissioning safety
Ø Coach/train/facilitate internal & external partners on conformance and regulatory compliance as needed.
Ø Lead investigations of EHS&S accidents/ incidents if any.
Ø Provide interpretation of EHS&S policies, guidelines and regulations.
Qualifications
KNOWLEDGE, SKILLS AND ABILITIES REQUIREMENTS:
Relevant years ofexperience: 10+ years
Education and experience:
Ø Advanced degree inSciences, Engineering,Occupational Safety, Environmental Sciences or related field. Engineeringpreferred. MS degree would be desirable.
Ø Broad technical expertise in the different fields of EHS&S with a focus on Occupational Safety, Industrial Hygiene and Waste Water management, preferably in a chemical, petrochemical, refining, or pharmaceutical-manufacturing environment
Ø Experienced in riskmanagement
Ø Experience asEngineering Manager and/or Project Manager for Pharmaceutical Facility Projects.
Ø Implemented process based managementsystem improvements.
Ø Cross cultural experience.
Ø Proven track record of delivering upon expectations.
