Main Responsibilities

Drive industry positions to comments on the healthcare policies via developing J&J strategic plan including positions/key messages, the stakeholder engagement plan, and support the team to execution.

Develop strategic plan for GA&P priorities which include, but not limited to: engaging trade negotiation, new partnership program development and alignment with GA&P global team to address issues, e.g. regulatory, IP, health financing and market access, etc. , and also the new business initiatives, like: private insurance, etc.

Engage key industry association to achieve GA&P priorities. They are including: PhRMA/RDPAC, AdvaMed/CAMDI, PCPC, etc.

Develop and enhance the relationship with stakeholders, e.g. policy maker, think-tanks and institutes, etc.
- Others:
- Stay apprised of business goals and strategies in order to assess impact from legislative, executive, regulatory and NGO activities.
- Identify health care and other policy developments internationally and in China could impact business and operation.
- Review and analyze legislative and executive branch/regulatory activities in consultation with appropriate business and corporate personnel to assess the level of impact to the company.
- Shares learnings, initiatives, information and actions across the GA Council; Implement proactive action plans aimed at enhancing relationships with key influencers which protect and support critical business objectives.
Qualifications
REQUIREMENTS:
- Industry experiences: More than 8 – 10 year’s minimum in positions of increasing responsibility and experience in government affairs, market access, reimbursement or public policy in the health care industry.
- Position experiences:
1. Proven contact network, involvement and success in influencing the development of legislation and strong knowledge of the processes.
2. Proficiency in strategy development, develop action plans and tactical steps.
3. Good analytical, writing, and influencing skills to develop and convey strategies, policies and action plans.
4. Experience on marketing, pharmaceconomics and/or a consult in healthcare is perferable.
5. Strong organizational skills, adept at managing complex array of projects and issues.
· Language Skills:Good presentation / communication skills - Strong ability to communicate in English/Chinese.
· Computer Skills: Fluently use lotus, PPT, Word, Excel, etc.
2. Competencies:
- Experience, effective relationships with and proven ability to interface well with members of the Chinese health care policy, legislative, regulatory, NGO and key Pharmaceutical Institute officials.
- Proven track record of policy development, negotiations, professional writing, communication and project management skills with the ability to manage multiple projects under deadline pressure.
- In-depth knowledge of and experience with Chinese health care systems including macro policy and micro policy, such as reimbursement, pricing, bidding, health economics, quality and safety controls, etc.
- Experience in the health care industry, e.g. Good contact with both central and local healthcare authorities.
- Demonstrated drive for results, motivate and positively influence individuals both inside and outside of the organization. Experience working with and counseling senior management required.
- Team player who seeks to become an integral part of an industry-leading government and public affairs group.
- Strong organizational skills, adept at managing complex array of projects/issues
