Description
This position leads and manages a department of Directors, Managers and Analysts which provides IT strategy leadership, business consultancy, portfolio management, domain architecture, program/project management and information technology-related services. Through ongoing consultation with the business, the incumbent identifies and analyzes business needs, works with department members to ensure scope and requirements are aligned to business needs, and creates opportunities for innovation in process changes and/or technology-enabled solutions. He/she oversees department members who lead and manage projects and programs, and may also lead and manage large IS programs him/herself. He/she is also accountable for all IT services provided to the business. Business functions supported by this position include: Biometrics and Reporting, Clinical Pharmacology, Model Based Drug Development and Regulatory Medical Writing.
PRINCIPAL RESPONSIBILITIES
Business Consultancy: Consistently adopts a senior leadership role in influencing IT-related business decisions through direct and department-based engagement of clients at all levels in multiple business domans. Demonstrates a deep understanding of multiple business domains, including all business processes, and the interactions between these business domains. Consistently brings value to the business through an acknowledged recognition of business needs and corresponding IT solutions in multiple business domains. Communicates in business terms. Proposes new and improved solutions to complex business processes, creating multiple opportunities for innovation.
Portfolio (Demand) Management: In close partnership with senior business stakeholders, manages the process and resources to consistently influence, match and prioritize complex demands on multiple IS services to maximize value to the business.
Program Management: May lead large Programs; oversees others that directly lead and manage Projects and Programs.
Project Management: Oversees people who plan, organize and manage internal and external resources to achieve the goals and objectives of multiple large projects.
Domain Architecture: Based on a thorough understanding of all processes within multiple business domains, leads resources that analyze, define and document the relationship of all systems and services that support these domains. Governs this multi-domain IS Landscape. Leads others in proposing improvements to individual IT systems or services, to business or IT processes supported by such, or to the relationship between IT systems / services and business processes within these domains. Leads others to influence business clients and IT colleagues on Application Landscape decisions that drive the implementation of the proposed domain improvements.
Operational Excellence: Ensure compliance, audit readiness and operational stability of application landscape. Adhere to Project Management, SDLC and other standard IT methodologies
Financial Excellence: Ensure compliance with financial targets (expense, capital and headcount) and processes (ie. CAR).
Organizational Leadership: Adhere to HR policies and procedures, such as performance management, staffing, training, development, remuneration, workforce administration (eg Health and Safety). Provide clear ongoing feedback and coach direct reports on performance during the year. Coach staff regarding non-technical performance, competency and career development. Ensure staff compliance with mandatory trainings. Ensure organizational succession plan is developed and kept up to date.
This position reports to the VP Clinical IT.
Qualifications
- Deep knowledge and experience working with systems for the support of Quantitative Sciences including the following areas:
1. Biometrics/Biostatistics: familiar with one or more programming languages/environments, including SAS/SAS DD, R, SPlus and the management of functions/libraries/tools at the enterprise level. Strong understanding of infrastructure and processes required for enterprise wide statistical data management. Knowledge of clinical trial protocol design and clinical development statistics methods preferred.
2. Clinical pharmacology and Model-based Drug Development: familiarity with support of one or more modeling and simulation tools and environments: Pharsight Knowledge Server, WinNonlin, PBPK tools, Matlab
3. Medical Writing: familiarity with structured content authoring tools and environments preferred. Strong knowledge of medical and regulatory document construction and submissions processes.
- Working knowledge of industry standards, vocabularies, data set formats and data elements: CDISC standards (SDTM, ADaM,etc), MedRA
- Experience managing consultant resources, and internal and external technical personnel in a fast-paced, complex, global project environment
- Experience managing global business priorities and projects across multiple business areas
- Demonstrated project management capability based on the successful completion of large projects in global, cross-functional business areas
- Demonstrated capability to develop, maintain, apply and influence data, application and technical architecture within multiple, global functional domains
- Strong communication skills, and strong relationship development and management capabilities in a global setting
- At least 5 years experience in a line management function and managing managers
- Strong foundation in and a thorough understanding of: 1) methodologies for system design, development, and implementation; 2) all phases of the Project Implementation life cycle; 3) validation and regulatory requirements. Preferred experience includes the use of prototyping tools. Must be informed on current and new technologies & their applicability to the business
- Bachelor/Master degree (or equivalent); progressive IT and business experience of 7-12 years is preferred.
